The municipality is seeking its next Auditor General to help Windsor City Council continue to hold itself, and the City’s administration, accountable for the stewardship of public funds and the achievement of value for money in municipal operations.
The successful candidate will be appointed for a four-year term starting in 2027 aligned with the term of the City’s new Council. The Auditor General is not required to reside in the City of Windsor; however, the successful candidate must be able to travel to Windsor as needed to fulfill the duties and responsibilities associated with the role.
Reporting directly to Council, the Auditor General submits an annual audit plan for Council’s approval; administers fraud and waste matters in accordance with the City’s Fraud and Misuse of Assets Policy; and establishes the Office of the Auditor General, including its structure, policies, and procedures. The Auditor General leads independent performance, compliance, and financial audits designed to optimize municipal programs and services, oversee sensitive investigations and the City’s fraud and waste hotline, and conduct objective reviews of public stewardship.
As an ideal candidate, you hold a university degree in accounting, finance, public administration, or a related field, together with a Canadian professional accounting designation (CPA) or Certified Internal Auditor (CIA) designation. You bring 10 to 15 years of progressive executive-level auditing experience, including significant experience in municipal, provincial, and/or federal government environments. A deep understanding of governance frameworks, including Ontario’s Municipal Act, 2001, is essential, as is an appreciation for the Auditor General’s independence and direct accountability to Council rather than the City’s administration. You must also demonstrate exceptional political acuity and public-speaking skills, with the ability to present complex audit findings clearly to audit committees, City Council, and the public.
